简要规格描述或项目基本概况介绍、用途：为保障大团镇生活垃圾分类实效考评及村居生活垃圾清运工作的有序开展，拟启动2026年度垃圾桶采购项目，采购以下货物：（1）30升垃圾桶。此次计划采购6000组干湿桶（12000只）。（2）240升垃圾桶，计划采购2680只干垃圾桶、900只湿垃圾桶，共3580只。

Brief specification description or basic overview of the project:To ensure effective assessment of domestic waste classification and the orderly operation of domestic waste collection and transportation in villages and residential areas of Datuan Town, it is proposed to launch the **2026 Trash Can Procurement Project** for the procurement of the following goods:

1. 30L trash cans: A total of 6,000 sets of dry and wet bins (12,000 units) are planned to be purchased.

2. 240L trash cans: 2,680 dry waste bins and 900 wet waste bins are planned to be purchased, totaling 3,580 units.

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。 （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
