简要规格描述或项目基本概况介绍、用途：为健全残疾人社会保障体系，落实区政府工作要求，浦东新区残联自 2014 年起面向全区持证残疾人开展团体综合保险服务，项目已连续实施 12 年，服务模式与履约管理体系成熟稳定。该项目是残疾人基本保障的重要补充，有效提升残疾人风险抵御能力，减轻各方负担，防范因病致贫、返贫，保障其日常学习、生活与就业，助力残疾人融入社会，广受群众好评。现拟通过招标选取一家保险服务机构，继续承接本项目服务。

Brief specification description or basic overview of the project:To improve the social security system for the disabled and implement the requirements of the district government, the Disabled Persons' Federation of Pudong New Area has provided group comprehensive insurance services to all certified disabled individuals in the region since 2014. The project has been continuously implemented for 12 years, and the service model and performance management system have been mature and stable. This project is an important supplement to the basic protection for the disabled, effectively enhancing their ability to resist risks, reducing the burden on all parties, preventing poverty and regression due to illness, ensuring their daily study, life and employment, and helping them integrate into society. It has received wide acclaim from the public. Now, it is proposed to select an insurance service provider through bidding to continue providing services for this project.

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：执行《政府采购促进中小企业发展管理办法》（财库[2020]46号）及（财库[2022]19号）文件的相关规定。本项目不专门面向中小企业采购（本项目面向大、中、小、微型企业，事业法人等各类供应商采购），供应商符合文件规定，且提供《中小企业声明函》的，给予小型或微型企业10%的价格扣除，用扣除后的价格作为评标价参与评审。

(b)Qualification requirements to be met to implement government procurement policies:Implement the relevant provisions of the "Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement" (CPC Treasury [2020] No. 46) and (CPC Treasury [2022] No. 19). This project does not specifically target procurement from small and medium-sized enterprises (this project is for procurement from large, medium, small, micro enterprises, public institutions, etc., and from various suppliers including those of all types). If a supplier complies with the provisions of the document and provides the "Small and Medium-sized Enterprise Declaration Letter", a 10% price deduction will be given to small or micro enterprises, and the price after the deduction will be used as the bid price for evaluation.

(c)本项目的特定资格要求：（1）至投标截止时间查询，未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单。

（2）本项目面向大、中、小、微型企业，事业法人等各类供应商采购。

（3）投标人须具有国家金融监督管理总局颁发的经营保险业务许可证，业务范围包含财产损失保险、责任保险、短期健康保险和意外伤害保险。

（4）投标人须是经国家金融监督管理总局批准、具有在上海市开展相关保险业务资格，并以其总公司或省级分公司的名义投标和承保。

（5）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的唯一书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

（6）本项目不接受保险中介机构报名。

（7）本项目不接受联合体投标，且不允许中标后分包或转包。

(c)Specific qualification requirements for this program:(1) As of the deadline for submission of bids, the bidder has not been included in the lists of "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn) regarding being a person with a record of being a dishonest party, major tax violation, or serious violation of government procurement.

(2) This project is for procurement of suppliers of large, medium, small, and micro enterprises, as well as public institutions and other types of suppliers.

(3) The bidder must hold an operating license for insurance business issued by the State Council's Financial Supervision and Administration Commission, with the business scope including property loss insurance, liability insurance, short-term health insurance, and accidental injury insurance.

(4) The bidder must be an enterprise approved by the State Council's Financial Supervision and Administration Commission, have the qualification to conduct relevant insurance business in Shanghai, and bid and under

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
