根据Emirates Palace(阿布扎比皇宫酒店)三亚投资集团有限公司(以下简称 “甲方”)就 2025年度国外七星级酒店消防改造工程(项目编号:SYJD-2025-089)组织的公开招标工作,经甲方招标评审委员会严格评审、综合打分,并报甲方相关决策部门审批通过,确定贵公司为该项目的中标单位。现将具体中标事宜通知如下:

一、中标单位基本信息

二、中标项目详情

本次中标项目为国外七星级酒店(项目名称:巴厘岛云顶七星级度假酒店)消防改造工程,涵盖消防系统改造、消防设备供应及安装、消防运维服务三大核心业务板块,具体服务内容如下:

(一)消防系统改造

火灾自动报警系统改造:负责酒店现有火灾自动报警系统的全面检测、老旧设备更换、系统调试,实现火灾隐患实时监测、精准报警,覆盖酒店客房、宴会厅、机房、疏散通道等所有区域,符合国际七星级酒店消防标准及当地消防规范。

自动喷水灭火系统改造:对酒店原有喷水灭火系统进行升级改造,更换老化管道、喷头及控制设备,优化管网布局,确保酒店各区域灭火系统响应及时、喷射均匀,提升火灾初期扑救能力。

应急疏散系统改造:完善酒店应急照明、疏散指示标志的布局与安装,改造应急广播系统,确保火灾发生时能快速引导人员安全疏散,同步配套安装智能疏散诱导系统,实现疏散路线动态优化。

(二)消防设备供应及安装

消防设备供应:提供符合国际标准及项目要求的消防设备,包括智能火灾探测器、自动喷水喷头、消防栓、防火门、排烟风机、应急照明设备、灭火器等,所有设备均需提供合格证书及检测报告,确保质量达标。

设备安装调试:负责所有消防设备的现场安装、固定、接线及系统集成调试,严格按照施工规范及设计图纸作业,确保设备安装规范、运行稳定,与酒店整体装修风格协调统一,不影响酒店整体美观度。

(三)消防运维服务

施工期间运维保障:施工过程中,负责对酒店未改造区域的原有消防设备进行临时运维,确保施工期间酒店消防安全,及时处理设备临时故障,配合甲方做好消防安全巡查工作。

竣工后运维服务:项目竣工验收合格后,提供6个月免费运维服务,包括消防设备定期巡检、故障维修、系统调试、操作人员培训等,协助甲方建立完善的消防安全管理制度,保障消防系统长期稳定运行。

三、中标金额及相关说明

中标总金额:1188 万元(大写:壹仟壹佰捌拾捌万元整)。该金额包含消防系统改造费、消防设备采购费、安装调试费、施工人员服务费、运输费、税费、免费运维费及所有相关配套服务费用,无其他隐藏费用。费用结算方式将按双方签订的正式合同约定执行。

四、服务期限

本项目中标服务期限为 1年,自双方正式签订合同之日起计算,其中施工工期为8个月,免费运维期为6个月(自项目竣工验收合格之日起计算)。服务期间,贵公司需严格按照招标要求、施工规范及双方合同约定,履行服务义务,保障施工安全及工程质量。

五、其他事项

请贵公司于本结果书发出后 7 个工作日内,委派授权代表携带相关资料与甲方对接合同签订事宜。甲方联系人:张磊,联系电话:139xxxx8901,对接地址:三亚市吉阳区滨海大道128号环球酒店集团大厦8层806室。

贵公司需在合同签订前,按甲方要求提交履约保证金,保证金金额及缴纳方式由双方协商确定并写入合同。

本中标结果书自发出之日起生效,贵公司需严格遵守招标文件及本结果书相关约定,逾期未对接合同签订或无正当理由拒绝履行中标义务的,甲方将取消其中标资格,并追究相关责任。

本项目未尽事宜,由双方在正式合同中予以明确。

Pursuant to the open bidding work organized by Sanya Global Hotel Investment Group Co., Ltd. (hereinafter referred to as the "Party A") for the 2025 Fire Protection Renovation Project of an Overseas Seven-Star Hotel (Project No.: SYJD-2025-089), after strict review and comprehensive scoring by the Bidding Review Committee of Party A and approval by the relevant decision-making department of Party A, your company is determined as the winning bidder of this project. The specific bid winning matters are hereby notified as follows:

I. Basic Information of the Winning Bidder

II. Details of the Winning Project

The winning project is the fire protection renovation project of an overseas seven-star hotel (Project Name: Bali Genting Seven-Star Resort Hotel), covering three core business sectors: fire protection system renovation, fire protection equipment supply and installation, and fire protection operation and maintenance services. The specific service contents are as follows:

1. Fire Protection System Renovation

Renovation of Automatic Fire Alarm System: Responsible for the comprehensive inspection of the existing automatic fire alarm system of the hotel, replacement of old equipment, and system commissioning to realize real-time monitoring and accurate alarm of fire hazards, covering all areas of the hotel such as guest rooms, banquet halls, computer rooms, and evacuation routes, in line with international seven-star hotel fire protection standards and local fire protection regulations.

Renovation of Automatic Sprinkler System: Upgrade and renovate the original sprinkler system of the hotel, replace aging pipelines, sprinklers and control equipment, optimize the pipeline layout, ensure that the sprinkler system in all areas of the hotel responds timely and sprays evenly, and improve the initial fire fighting capacity.

Renovation of Emergency Evacuation System: Improve the layout and installation of emergency lighting and evacuation signs in the hotel, renovate the emergency broadcasting system to ensure that personnel can be quickly guided to evacuate safely in case of fire, and simultaneously install an intelligent evacuation guidance system to realize dynamic optimization of evacuation routes.

2. Fire Protection Equipment Supply and Installation

Fire Protection Equipment Supply: Provide fire protection equipment that meets international standards and project requirements, including intelligent fire detectors, automatic sprinklers, fire hydrants, fire doors, smoke exhaust fans, emergency lighting equipment, fire extinguishers, etc. All equipment shall be provided with qualification certificates and test reports to ensure qualified quality.

Equipment Installation and Commissioning: Responsible for on-site installation, fixation, wiring and system integration commissioning of all fire protection equipment, strictly operate in accordance with construction specifications and design drawings, ensure that the equipment is installed standardly and operates stably, coordinate with the overall decoration style of the hotel, and not affect the overall beauty of the hotel.

3. Fire Protection Operation and Maintenance Services

Operation and Maintenance Guarantee During Construction: During the construction period, be responsible for the temporary operation and maintenance of the original fire protection equipment in the unrenovated areas of the hotel, ensure the fire safety of the hotel during the construction period, timely handle temporary equipment failures, and cooperate with Party A in fire safety inspections.

Operation and Maintenance Services After Completion: After the project is accepted as qualified upon completion, provide 6 months of free operation and maintenance services, including regular inspection of fire protection equipment, fault maintenance, system commissioning, training of operators, etc., assist Party A in establishing a sound fire safety management system, and ensure the long-term stable operation of the fire protection system.

III. Bid Winning Amount and Relevant Instructions

Total Bid Winning Amount: RMB 11,880,000.00 (in words: RMB Eleven Million Eight Hundred and Eighty Thousand Only). This amount includes fire protection system renovation fees, fire protection equipment purchase fees, installation and commissioning fees, construction personnel service fees, transportation fees, taxes, free operation and maintenance fees and all other related supporting service fees, without any hidden fees. The fee settlement method shall be implemented in accordance with the agreement of the formal contract signed by both parties.

IV. Service Period

The bid winning service period of this project is 1 year, calculated from the date when both parties formally sign the contract, including 8 months of construction period and 6 months of free operation and maintenance period (calculated from the date when the project is accepted as qualified upon completion). During the service period, your company shall strictly perform the service obligations and ensure the construction safety and project quality in accordance with the bidding requirements, construction specifications and the agreement of the formal contract signed by both parties.

V. Other Matters

Please send an authorized representative to contact Party A for the contract signing matters with relevant materials within 7 working days from the date of issuance of this result notice. Your company shall submit the performance bond in accordance with Party A's requirements before signing the contract. The amount and payment method of the performance bond shall be determined through negotiation by both parties and written into the contract.

This bid winning result notice shall take effect from the date of issuance. Your company shall strictly abide by the relevant provisions of the bidding documents and this result notice. If you fail to contact Party A for contract signing within the time limit or refuse to perform the bid winning obligations without justifiable reasons, Party A will cancel your bid winning qualification and pursue relevant responsibilities.

Matters not covered in this project shall be clarified by both parties in the formal contract.
